Focus areasOne reason why insufficient employment is created in SA is due to the limited linkages generated by any single investment. Linkages happen when an investment stimulates other related economic activities. While SA could not be called an enclave economy per se, there is still much distance to go in deepening economic linkages. This includes linkages to existing investments, based on existing know-how. It will also depend on the diversification of economic activity: this happens when firms diversify away from traditional activities to new higher value-added activities. Employment is essentially the question of how one thing leads to another. It will not be about single large investments. Therefore it will be important to track progress in deepening the industrial base of the economy. Currently, this includes the following project areas- Potential employment creation in tourism

Planned Projects - The promotion of SMEs through large firm procurement. This will involve the development of an implementation network that draws together research and implementing agents such as large firms, facilitators, and small business development practitioners.
