Labour centre GIS: a foundation for the country's human resources development strategy

In 2002 the GIS Centre of the Human Sciences Research Council (HSRC) worked with the Department of Labour (DoL) in the development of a GIS database of labour centres in South Africa. The GIS Centre recognised the importance of labour centres as a foundation in addressing supply and demand aspects of the labour market in our country.

The HSRC provided some funding for the initial capturing of the spatial location of labour centres, visiting points and satellite centres throughout the country. The project is a continuation of this effort and has resulted in the development of a complete GIS database on labour centres including their spatial location and socio-economic statistics associated with each labour centre and in the next phase will also include statistics collected by the DoL on each labour centre.

The project entailed the following:

  • Geo-locating of all labour centres, visiting points and satellite centres in South Africa
  • Development of catchment areas for each labour centre (i.e. define their areas of influence/administration) and its associated visiting points and satellite centres. The catchment area boundaries have been reconciled with existing administrative boundaries (i.e. municipalities)
  • Integration of 1996 census statistics into the Labour Centre GIS, including 2001 census data.

This will create an important foundation for the creation of an integrated labour market information and statistics (LMIS) system for the Department of Labour
