Starting with the 2001/02 Survey, management and operations principles had to be developed from scratch. Many principles developed during the surveys have been institutionalised and an Operations Manual is in its final stages of preparation. The Surveys are divided into various sectors for management purposes. These being: Business, Higher Education, Government, Science Councils and Not-for-Profit Organisations. Education was broken down into Public Higher Education and Private Higher Education. Public Higher Education was then further broken down into Universities and Technikons. Government was broken down into National Departments, Provincial Departments, Government Research Institutes and Museums. Various individuals were placed in charge of the fieldwork in the individual sectors and sub-sectors. The project adopted as its mascot the honey badger (also know as"‘ratel" and "magogwe") that is renowned for its perseverance in finding the honey. In our case the ‘honey’ is as comprehensive and accurate as assessment of country R&D inputs as can be generated within budgetary constraints.
