The National Research and Development (R&D) Survey 2001/2, an Human Sciences Research Council (HSRC) study commissioned by the Department of Science and Technology (DST), was launched by Minister Ben Ngubane in Parliament on 15 January. The biennial national survey of financial and human resource inputs into research and development (R&D) was conducted by the HSRC's Knowledge Management Research Programme under the leadership of Executive Director Michael Kahn. This followed the Cabinet's approval of the National R&D Strategy that aims to double government investment in science and technology by 2005 and to achieve a national R&D expenditure target of at least 1% of GDP by 2005. The Survey provides, among other things, expenditure in the R&D area during the 2001/2 financial year. The 2001/2 Survey was carried out in accordance with the guidelines provided by the Organisation for Economic Co-operation and Development (OECD) Frascati Manual, and in consultation with national and international experts.
