In this study we reviewed the literature relating to educator leave and absence; we analysed the PERSAL and Khulisa 4% audit datasets to determine the extent of leave taking, we conducted in-depth studies at 50 schools around the country and interviewed district and provincial officials to understand the dynamics of the management of leave.

The extent, nature and patterns of educator leave were determined by analysing PERSAL information for eight snapshot months including February and August, 2004 through to 2007. This provides information of recorded leave days at eight points in time, over four years. A detailed analysis was conducted to determine the number of leave days taken and instances of leave taken.
