Project summary
1) To complete comprehensive baseline studies/evaluations in 5 target provinces participating in PHP including HIV/AIDS Programme, that will form a benchmark against which change (positive, negative, intended or unintended) can be measured, with particularemphasis on key societal,organizational and individual indicators. The baseline evaluations will be undertaken using standardized tools and instruments already developed.The findings of provincial baseline evaluations will be consolidated into a national baseline evaluation report for the PHP. 2) To conduct a comprehensive feasibility study in 5 target provinces, regions, and district municipalities to assess the NPOs available. This will provide information on the availability of the NPOs and gaps in service delivery. It will also assist the NPO contracting by the province especially in those participating regions and districts. 3) To build upon the findings of provincial baseline evaluations in order to provide technical assistance inputs to taget provinces so that effective monitoring, reporting, and performance management systems are established and maintained.
