PANSALB Languages Policy Framework: Contextualising in the 20 Years of Democracy

The presentation will seek to reflect on the deliverables of the organization in the past 20 years of democracy as in line with the PanSALB mandate as a Constitutional institution is South Africa focusing on the promotion of multilingualism. At the same time, the paper will be focusing on the contextualization of the advancement of multilingualism through the development of the PanSALB Languages Policy Framework, which carries the vision of the next 20years to come. 

The provisions of the SA Constitution, the PanSALB Act 59 of 1995 amended in 1999 with its regulation provides a clear definition of this policy framework as comprising a comprehensive direction toward the delivery of the PanSALB mandate on language technical and content matters towards advancement of multilingualism.

The policy frame work is envisaged at the same time to complement inadequacies and gaps identified in the past whilst also taking into account government priorities in addressing job creation, social cohesion, nation building as well as entrench public participation as the core role of PanSALB through multilingualism.
