Youth unemployment is a growing global phenomenon, but in South Africa, 55% of youth are likely to be unemployed. To shift these conditions requires coordinated action on multiple fronts. The dialogue aims to ignite a conversation to inform new strategies. It draws on recent research efforts to stimulate discussion. The HSRC has recently published two studies: the first focuses on how training and education play critical roles in helping young people escape poverty and unemployment; and the second, on how actors in the education field respond to the changing skills demands of the future. At the same time, the World Bank has undertaken a benchmarking exercise with a Human Capital Index, which quantifies the contribution of health and education to the productivity of the next generation of workers. For South Africa, it shows a significant gap between years spent in school and actual learning outcomes.
Three questions will guide the dialogue discussion:
- What is the amount of human capital that a child born today can expect to attain by age 18, given the risks of poor health and poor education that prevail in the country?
- How can we improve young people’s transitions through post-school education and training, and into the labor market?
- What kind of skills planning, and development do we need for the future of South African youth?
