The South African Community Capabilities Study (SACCS) started in 2012 and is conducted by the Centre for Democratising Information (www.cdi.org.za). The study is designed to complement existing official and other large-scale studies by addressing gaps in the nuance of data collected about poverty and living standards in South African communities.
Its goal is to develop a more comprehensive portrait of human development in under-developed communities using indicators that are carefully constructed from true life experiences of people and households.
The study uses Amartya Sen’s Capabilities Approach and attempts to capture the multidimensional realities in the well-being of people and households in poorer communities. The 2012 study consists of 190 community focus groups and 3450 community household surveys (Area: Randfontein in Gauteng; uMthwalume in KZN; Bushbuckridge in Mpumalanga; Thabazimbi in Limpopo and Joe Morolong in Northern Cape) unfolding in several themes (education, health, culture & tradition, democracy, media, money, technology, worklife/unemployment).
In the 2012 study the Education theme – crucially Primary School Education was expanded through in-depth interviews and focus groups conduced in 15 schools in the participating communities. Data was gathered from district managers, school management, foundation phase teachers and grade 3 learners and their parents.
The presentation shares critical findings from the expanded SACCS Education Study and offers insight into the barriers faced by learners, public primary schools and communities with an emphasis on Learning and Teaching.
