Perceived accelerating migration amidst a declining economic situation has heightened sensitivity to the influx of migrants and has served to unnecessarily problematise migration. Those already marginalised by social structures and low education and economic levels may be unable to migrate. Non-migration is therefore as much a policy issue as migration. A model will be developed to predict migration implications of planned actions by planners and policy makers in local, provincial and central government. Important components of the project are census-data analyses, a relatively large national survey, and visits.
