Abstract

Is there a change in economic direction in south Africa? The left in the ANC definitely believe so. They suggest that the government is reappraising its position following a macroeconomic gamble that did not pay off. Therefore the last budget marked a significant shift in spending priorities towards infrastructure investment a public works programme and increased social expenditure.
