Abstract

This report is about the evaluation of the activities Open Africa proposed to undertake. The evaluation has to assess the Open Africa route model, confirm whether the proposed plan of action (POA) was appropriate and suggest ways of strengthening it. The specific terms of reference indicated that the HSRC should base its evaluation on a few routes, establish benchmark indicators for measuring success, and consider which agencies might facilitate the work of route participants.
