Abstract

The discriminatory apartheid-based system caused extreme inequities in the delivery of services in South Africa. These inequities were based on racial discrimination and were reflected in the way members of the public were treated by civil servants. The White paper on Transforming Service Delivery was introduced as part of the process of transformation the Public Service into a more equitable and eople-centred civil service under the new democratic government.
