Abstract
South Africa is one of the most urbanized countries in Africa, with nearly two-thirds of the population living in cities and towns. The consequences of heavy-handed dpatial control appear to have been among the most severe in the world and are proving to be very difficult for the post-apartheid government to rectify and reverse.-
