Dr Masilela is the Executive Director: RIA and previously served a five-year stint as the Deputy CEO for Research in the HSRC. His research interests include social development, public management, multi-stakeholder engagements and policy analysis.

Before joining the HSRC in July 2006 as an Executive Director, he worked for a number of years as a special adviser to the minister of social development in the government of South Africa. He has degrees in economics, politics and communication; and is an alumnus of the Senior Executive Program for Southern Africa, run by Harvard Business School.
