Mr Gary Pienaar is a senior research manager in the Democracy, Governance and Service Delivery Programme. He holds BA (Hons) LLB degrees from the University of the Witwatersrand (1989), and obtained an M Phil in Value and Policy Studies from the University of Stellenbosch (2002).

Before joining the HSRC in February 2013, he was coordinator of the Money and Politics Project at the Open Society Foundation for South Africa. He has also worked as the Western Cape provincial manager of the Office of the Public Protector and as senior researcher: Governance and Public Ethics at Idasa.

His areas of research interest include: democratic governance, integrity, transparency and accountability; political party financing; energy governance; and transparency and accountability of International Finance Institutions.

Mr Pienaar's publication record includes the authoring and co-authoring of two book chapters, and numerous research reports, submissions to Parliament, conference presentations and articles. His most recent work, to be published in the State of the Nation 2014, considers key democratic governance achievements and challenges during the first 20 years of South Africa?s democracy.
