Bid Description: Appointment of a Service Providers to Further development, upscaling and hosting of a web base formative education assessment (TARMII 3.0) software for national implementation readiness to be used by 12 million users.

1. Introduction:
The Human Sciences Research Council (HSRC) in collaboration with the Department of Basic Education (DBE) has developed an assessment software called TARMII (Teacher Assessment pResources for Monitoring and Improving Instruction) for foundation phase teachers. The HSRC is currently looking for a service provider that would be able to continue working from the current system developed and add on modifications to the system based on specifications from the HSRC research team and DBE.
2. Evaluation Criteria: Preferential Points System: 80/20 (Price: 80 and BBBEE: 20).
NB: The minimum threshold on functionality is 75% to qualify for further evaluation stages.
3. Access to Bid Documents:
Bid documents will be free of charge and available on the HSRC website (www.hsrc.ac.za) and e-tender (www.e-tender.gov.za). Bid documents must be deposited into the HSRC bid box at HSRC building, 134 Pretorius Street, Pretoria.
NB: The HSRC shares the building with the Department of Social Development. Bidders are requested to ensure that their proposals are deposited in the correct tender box.
